[Beyond 2015:348] Data Revolution report: A World That Counts

Dear all,

The Data Revolution Report ‘A World That Counts’ has been published:

http://www.undatarevolution.org/wp-content/uploads/2014/11/A-World-That-Counts.pdf

The report highlights two big global challenges for the current state of data:

  • ·         The challenge of invisibility (gaps in what we know from data, and when we find out)
  • The challenge of inequality (gaps between those who with and without information, and what they need to know make their own decisions)

The IEAG report makes specific recommendations on how to address these challenges, calling for a UN-led effort to mobilise the data revolution for sustainable development:

  1. Fostering and promoting innovation to fill data gaps. New technologies offer new opportunities to improve data, if they are used for the common good. The IEAG proposes a programme for experimenting with how traditional and new data sources (including big data) can be brought together for better and faster data on sustainable development, developing new infrastructures for data development and sharing (such as a “world statistics cloud”), and supporting innovations that improve the quality and reduce the costs of producing public data.
  2. Mobilising resources to overcome inequalities between developed and developing countries and between data-poor and data-rich people. The group stresses the need for increased funding and resources, used both to develop national capacity and global data literacy, and for public-private partnerships to leverage private sector resources and knowledge in the global interest. The international conference in July 2015 to discuss financing for new Sustainable Development Goals provides an opportunity for this.
  3. Leadership and coordination to enable the data revolution to play its full role in the realisation of sustainable development. The group proposes a global effort to improve cooperation between old and new data producers, ensure the engagement of data users, and develop global ethical, legal and statistical standards to improve data quality and protect people from abuses in a rapidly changing data ecosystem.

As outlined in the group’s original Terms of Reference, the recommendations of the IEAG will inform the Synthesis Report of the Secretary-General and the subsequent intergovernmental process.

Overall, my initial reading is that it has improved from the draft version and is more sensitive to both a human rights based approach, inclusive and participatory development, and the importance of both qualitative and quantitative data. But still feel free to have a read of the blog Savio Carvalho and I wrote on the poor consultation process that led to the report: http://cafodpolicy.wordpress.com/2014/11/06/how-not-to-run-a-consultation-lessons-from-the-data-revolution/.

Subject: Re: [Coord_committee] Global Partnership for Effective Development Co-operation Co-Chairs draft inputs to the UNSG Synthesis Report
Importance: High

(Message sent on behalf of the Coordination Committee and of the Co-Chairs of the CSO Partnership for Development Effectiveness)

 Dear Colleagues,

The CPDE would like to thank the GPEDC Co-chairs and the Joint Support Team for their initiative in putting the draft inputs to the forthcoming UNSG Synthesis Report forward. We believe that this is an important first step in determining the GP’s role in the post-2015 context.

Given the importance of this document, we would like to suggest some changes that we feel are pertinent to reflect what the GP stands for and should contribute to. Please also find a marked-up version of the original document in the attached.

Our main concern is that the document so far does not make a reference to the CPDE, and the steps taken to include civil society in the Partnership prior to Busan. We feel one or two sentences on CPDE’s history or role in GPEDC would be ideal. In the document, it would hence be important for the GPEDC to:

 1.       Recognise and support the inclusion of CSOs in the Post-2015 process as independent development actors, and press for the institutionalised participation of civil society at all levels (global, regional, local) in the SDGs and P2015 global Development Agenda.

2.       Highlight the other commitments made in Busan and other negotiations, particularly on human rights, gender equity, environmental sustainability, inclusive partnerships and inclusive development.

3.       Acknowledge the advantages of the GPEDC as a multi-stakeholder platform but recognise key challenges and gaps that GPEDC needs to face as the Post-2015 process moves forward

We would appreciate if these considerations could be taken on board in the final draft and look forward to discuss the next steps at the next Steering Committee meeting.

 Many thanks and kind regards,

Anna Byhovskaya

Subject: Global Partnership for Effective Development Co-operation Co-Chairs draft inputs to the UNSG Synthesis Report

(Message sent on behalf of the joint UNDP/OECD Global Partnership support team)

Dear Steering Committee members,
On behalf of the Co-Chairs of the Global Partnership for Effective Development Co-operation, we are pleased to share with you their draft inputs to the forthcoming UNSG Synthesis Report entitled ‘Ensuring quality of development co-operation post-2015’.
In advance of submitting this document to the UN Secretary General, the Co-Chairs wish to share with you the proposed inputs, which are the result of informal exchanges with the UN Secretariat in order to ensure their relevance for the preparations of the upcoming New York processes. We would request your kind support in conveying these important messages to the UN-led negotiations over the coming months.
The Co-Chairs would also like to convey to you that this is a first opportunity to position the Global Partnership as an important contribution to the UN led process. We will look for ways to consider other areas of work undertaken in the framework of our Partnership that would need to be referenced as additional inputs for the implementation of the Post 2015 Framework.
The Co-Chairs intend to submit the contribution early next week, so we invite you to bring forward any pressing comments and suggestions by no later than Friday 24 October by close of business.

Kind regards,
Global Partnership Joint Support Team

[Beyond 2015:343] Beyond 2015 Banderas Rojas – Red Flags – Drapeaux Rouges / Noticias – News – Nouvelles – Oct 23 2014

English below. Francais ci-dessous.

Estimada campaña Beyond 2015,

Beyond 2015 banderas rojas

Beyond 2015 red flags

In view of our ‘Aim higher’ message during the General Assembly, we were challenged by Amina Mohammed, UN Secretary-General’s Special Adviser on Post-2015 Development Planning, and Member States, to clarify exactly what we mean by ‘aiming higher’, and how we would like to see the level of ambition raised from the Outcome Document of the Open Working Group (which, we have insisted, must be the floor, not the ceiling, of the post-2015 negotiations). We have since developed a series of red flags calling for a higher level of ambition the product of years of civil society discussions on the post-2015 agenda. We believe that only by fully reflecting these red flags can the post-2015 agenda meet the demands and aspirations of millions of people throughout the world.

These red flags are based on existing campaign messages, and benefited from extensive input from various structures of the campaign including national lead agencies, regional coordinators, the Executive Committee, the UN Working Group, Participate, leads on various thematic Task Forces and project partners. It has been shared already with high level advocacy targets in the UN (the Secretary General; Amina Mohammed; Jan Eliasson, Deputy Secretary-General; Thomas Gass, Assistant Secretary-General for Policy Coordination and Inter-Agency Affairs at UN DESA; John Hendra, Assistant Secretary-General; Magdy Martínez Solimán, Director UNDP) as well as Permanent Missions in New York.

They are also being published in an article in the UN-NGLS newsletter (forthcoming – read the article here).

We have already received positive feedback from civil society organisations, certain member states (the MFA of Bhutan is studying it ‘in great detail’ and Amina Mohammed, in an official response, suggests that ‘the work of planning the post-2015 development agenda is being enriched by the robust and constructive engagement of Beyond 2015 and other stakeholders. (Our) people-centred and planet-sensitive advocacy efforts will also inform the preparation of the Secretary General’s synthesis report’.

We encourage organisations participating in Beyond 2015 to make use of the red flags in their ongoing work. Please, disseminate this document in your web sites and social media. We also invite Beyond 2015 participating organizations to share our Red Flags with their contacts in Governments and UN agencies in their regions/countries. In addition, it is important that we use this advocacy tool to call for government’s leadership in promoting Beyond 2015 red flags during the intergovernmental negotiations.

Beyond 2015 reviews statements delivered at the UN General Assembly High Level Segment

Beyond 2015 has produced a document reviewing references made by Member States at the UN General Assembly to:

  • ·       The content of the post-2105 SDGs
    • The structure of the post-2015 agenda
    • The process moving forward

Beyond 2015 focused particularly on key campaign priorities, including our red flag issues of equality, human rights, peace and security, the planet, participation, and accountability. Beyond 2015 directly monitored statements made by approximately 70 Member State. Read the document here

Beyond 2015 participating organizations can use this tool not only to map country positions but especially to reach out to governments to applaud positive commitments and to call for a greater level of ambition in your interactions with Member States. Statements delivered during the UN High Level Segment by Heads of State and Government should be a source of inspiration and guidance for the intergovernmental negotiations and it is our role as civil society to hold our governments accountable to those positions and to keep pushing for stronger commitments

Updates on the post-2015 intergovernmental negotiations

In a letter from October 17 to all Members of the United Nations, the President of the General Assembly (PGA) informed about the appointment of H.E. Mr David Donoghue, Permanent Representative of Ireland and of H.E. Mr. Macharia Kamau, Permanente Representative of Kenya as “Co-Facilitators to lead open, inclusive, and transparent consultations on the post-20IS development agenda, including the organization and modalities for the intergovernmental negotiations and the remaining issues related to the Summit for the adoption of the post-20 15 development agenda”.

As you know, Ambassador Kamau was one of the facilitators (together with Ambassador Korosi, from Hungary) of the Open Working Group on the Sustainable Development Goals (OWG SDG). Ambassador Donoghue was also very active during the OWG negotiations. They will be responsible for facilitating the intergovernmental negotiations from now on.

See the letter here.

[Beyond 2015:344] Google doc for Data Revolution draft report for collaborative working

Hi everyone,

If you would like to work collaboratively on the draft IAEG Data Revolution draft report, please follow this link to an online, open google doc with the full report text included: http://bit.ly/1wqfEV0

You can comment inline on the report on the website here: http://t.co/lNnbK7XgML

Given the short timeframe, it’s incredibly hard for us to make an effective input but there are tools out there that let us communicate effectively. And even if this doesn’t shape the report now, it could be useful for us to have a better understanding of different positions for when the report is published on 6th November.

Best wishes

Advocacy Toolkit: Influencing the post-2015 development agenda

WM UN flyerPost 2015 Toolkit clip logo

This toolkit  ****   is for civil society and other stakeholder organisations, coalitions and individuals that wish to influence the post-2015 development agenda, including the design of the Sustainable Development Goals (SDGs). It aims to equip you with relevant information and tools to enable you to develop and implement an effective post-2015 advocacy strategy.

You can either follow its step-by-step approach or simply consult the tips, tools and case studies most relevant to your existing activities.

Toolkit (1) Post2015AdvocacyToolkit

The advocacy toolkit is divided into two parts: Part 1: The Post-2015 Development Agenda: What Is It and How Can You Engage? Provides a full background on the post-2015 processes and identifies key entry points for engagement and influence.

Part 2: Developing a Post-2015 Advocacy Strategy Guides you through the necessary steps for developing your own post-2015 advocacy strategy, building on the information and opportunities identified in Part 1.

Toolkit (2) Post2015ToolkitEngagingwiththemedia

A companion to the toolkit, ‘Engaging with the Media‘ provides a guide to the strategic use of the media and social media in the context of post-2015 advocacy.

The media guide provides advice and guidance on how to target your messages for broadcast, press and social media; identify and build relationships with journalists; conduct interviews and hold press conferences, in order to deliver your post-2015 advocacy messages to a wider audience.

Both guides provide ready-made tools, templates, case studies and top tips for each stage of your post-2015 advocacy work. They support activities at the national, regional and international levels and cater for all levels of experience in the post-2015 development agenda and in advocacy and media work. Whether you follow each tool and step in turn as a newcomer to the agenda, or only consult those new or relevant to you in order to support a more established programme, we hope they will prove useful to all.

An interactive, online version of the advocacy toolkit will be made available by June, along with translations of all content into French, Spanish and Portuguese.

New audiovisual content, updates and analysis will also be provided online, so keep checking www.SD2015.org for more details.
