This updated appraisal on investigations conducted by the European Anti-Fraud Office (OLAF) concludes that improving procedural guarantees of persons concerned by OLAF investigations is the way forward. However further considerations are necessary to bring clarity on the scope of OLAF’s mandate, on the best approach to secure its independence and to ensure more transparency in the conduct of OLAF investigations. This briefing is one of a new series of ‘Implementation Appraisals’, produced by the European Parliamentary Research Service (EPRS), on the operation of existing EU legislation in practice. Each briefing focuses on a specific EU body of law which is, or will shortly be, subject to amending proposals from the European Commission.  ‘Implementation Appraisals’ are provided to assist parliamentary committees in their consideration of related Commission proposals, once tabled.

On 4 September 2014, the Committee for Economic and Monetary Affairs (ECON) held an Economic Dialogue with the Eurogroup President. Three in-depth analyses were provided to Members in advance of this dialogue on Fiscal and macro-structural challenges and policy recommendations for the Euro Area and its Member States under the 2014 Semester Cycle. These papers were prepared by renowned experts, namely 1) P. Bofinger; 2) J.F. Kirkegaard and 3) D. Gross and C. Alcidi. This note summarises their main policy recommendation.

As we are moving toward a eurozone banking union, the European Central Bank (ECB) is going to take over the regulatory oversight of 128 banks in November 2014. To that end, the ECB conducted a comprehensive assessment of these banks, which included an asset quality review (AQR) and a stress test. The fundamental question is what will the financial condition of these banks be when the ECB commences its regulatory oversight? And, can the comprehensive assessment lead to a full repair of banks’ balance sheets so that the ECB takes over financially sound banks and is the necessary regulation in place to facilitate this? Overall, the design of the assessment does not comprehensively deal with the problems in the financial sector and risks may remain that will pose substantial threats to financial stability in the eurozone.

When the EU and the US launched negotiations on the Transatlantic Trade and Investment Partnership (TTIP) in June 2013, civil society was invited to play ‘a constructive and engaged part in defining the content’ of this strategic deal. Interest in the TTIP has gone beyond its expected economic impact: the agreement has been seen by some as a way to strengthen the West’s weakening grip on the world economy, and by others as a tool for big multinationals to secure unfair advantages at the expense of the rest of society. Civil society groups have come forward with various conditions, demands (including stopping the negotiations) and concrete proposals – in most cases to ensure that the TTIP represents their interests. The TTIP requires extremely complex international negotiations, and its final content is still not known. The result will depend on the outcome of the negotiations and the extent to which they respond to civil society’s concerns. However, much will also depend on the way the European Parliament and the Council agree to transpose the provisions of the new deal – if concluded and approved – into existing EU legislation.

Plenary sessions : MEPs will debate the Parliament’s position on the EU’s budget for next year on Tuesday 21 October and vote on it the following day. The EP’s budgets committee recommends reversing the Council’s cuts, but this would mean the Parliament would have to negotiate with the Council. We discussed the issue with Eider Gardiazábal, who is drafting the Parliament’s position on the general budget. The Spanish member of the S&D group said the Parliament would fight hard to defend its position. Article – Safeguarding your privacy: appointing Europe’s new data protection watchdog

General : Celebrities aren’t the only ones who should care about their personal data being kept safe. The Parliament plays a key role in deciding who the European data protection supervisor should be for the next five years. The supervisor is in charge of protecting personal data and privacy as well as promoting good practice in the EU institutions and bodies. Today the EP’s civil liberties committee will question the candidates from 19.00 to 22.30 CET, while the vote takes place tomorrow at 17.00 CET.
